1. Bring water to a boil and cook pasta according to package, while preheating oven to 350 degrees
2. Combine tomatoes, tomato paste, water, garlic, onions, pepper, salt, sugar, parsley in a pot. Simmer for 1 hour on medium heat.
3. Saute ground beef until done.
4. Combine with tomato mixture and simmer on low heat for 15-20 minutes.
5. Use a cooking pan (13x9 inches) Layer pan with sauce. Add a layer of cooked pasta. Add a tablespoon of ricotta cheese in each corner. Sprinkle grated Parmesan and Mozzarella cheese over top
6. Repeat. Bake for 30 mins. Sprinkle any remaining cheese on top and cook for 5 to 10 minutes.
